[Joan may be living in the world of Jim Crow -- it is an essential part of her worldview, I suppose, due to the need to keep guns away from "those people" -- however the rest of the country has not. Since 1964, the 24th Amendment has made poll taxes unconstitutional in federal elections. A few years later in Harper v. VA Board of Elections, the SCOTUS incorporated the 24th under the 14th's Equal Protection clause, extending the ban on poll taxes to the state level.

More evidence for the Brady Campaign = KKK school of thought, I suppose.

While she is entitled to her opinion -- which I find to be distasteful and racist -- I don't think it is a very popular one today. Moreover, according to principles of common law it is charitably described as "misguided" (i.e. she is wrong -- at least until the SCOTUS reverses itself).]
